For the technical minded people this was encoded with the following string:

If the source is widescreen then the width is 480, if its not widescreen then the height will be 272. The aspect ratio will always be width divided by height. The dimensions will always be derived from the source aspect ratio using same formulas. The framerate will be the same as source unless their is a problem with the original source, then the framerate is changed to 29.97.

The compression rate suffers if the the width or height isn't divisible by 16, however the suffering is only by a few megabytes over hundreds so this isn't a concern. In such a small screen pixel size it is more important to maximum the total width or height.

Most of the 1 click windows programs use ffmpeg as the encoder, PSPVideo 9 for instance uses ffmpeg. I'm sure you could use the same string there also. I however encoded these using ubuntu 8.04 or fedora 9 using the latest ffmpeg via svn and x264 via git.
