In 1977, the US Congress passed the Keene Law, which prohibited masquerading activities in the fight against crime. This caused several superheroes to leave their careers, such as the Owl (Patrick Wilson) and Spectral (Malin Akerman). Others, such as Comedian (Jeffrey Dean Morgan) and Dr. Manhattan (Billy Crudup), went on to work for the government. Two years before the implementation of this law Adrian Veidt (Matthew Goode) decided to reveal his identity as Ozymandias, devoting himself from then on in the construction of an economic empire. In 1985 the world lives in the Cold War, in which a nuclear attack can happen at any moment, coming from the United States or the Soviet Union. In this climate of political tension Edward Blake the Comedian is murdered. At his funeral, his former companions appear at different times. Among them is Rorschach (Jackie Earle Haley), who believes his death is the clue to the existence of a killer of masked.
