Filmen handler om 11 år gamle Billy Elliot (Jamie Bell) som vokser opp i et gruvesamfunn i nord-England under den store gruvearbeiderstreiken. Han er sønn av en gruvearbeider, og bor sammen med sin eldre bror, mormor og far. Moren er død. Billys far og storebroren Tony, som også er gruvearbeider, er sentrale personer i arbeidernes kamp. Med far som pådriver går Billy på boksetrening. Billy er fornøyd med sitt fotarbeid, men selve boksingen er det så som så med. Den store forandringen i Billys liv skjer når byens ballettklasse midlertidig må flytte inn i bokselokalene. 1984: In a northern England mining town, miners are on strike and the atmosphere is tense. Eleven-year old Billy Elliot, whose father and brother are participating in the strike, whose mother has died quite some time ago and whose grandmother is not completely aware of what's going on, doesn't like the brutal boxing lessons at school.
